Fourteen Fourth Round winners from Major League Soccer (Division I) were joined by the NASL's (Division II) Fort Lauderdale Strikers and New York Cosmos in the Round of 16 pool and broken into four geographic regions ahead of the Draw: Central, East, South, and West. Clubs were then randomly selected via closed envelope and placed into brackets according to the order they were drawn in their region.
The winners that advance from the upper bracket in each region will host the Quarterfinals on Tuesday, July 19 or Wednesday, July 20. Following the Quarterfinals, a concluding Draw will take place on Thursday, July 21 to determine the hosting scenarios for the tournament Semifinals and Final.
