On the grounds of the pre existing Phillip A Bolen Memorial Park in Leesburg, DC seeks to create a training facility, team offices, youth development program and a 2nd division team all at the western part of the park. The local goverment would provide roughly $15 million in financing for fields, training facility and a 5,000 seat stadium.
